Abstract
We review the current strategies to counter Internet threats under thelight of the classic strategy literature. The literature oftenadvocates proactive action, and dominance of the (virtual, in ourcase) battlefield, which is the opposite from what we see defendersdeploy today. Their actions are instead reactive and exclusivelydefensive. We propose strategies for defenders to regain theinitiative and push security solutions far beyond the reach of currentsecurity tools -- yet those strategies start mirroring the actions andtechnologies of the bad guys, and confront us with importanttechnical, legal and moral dilemmas.
